Clark County Nears Approval of Major Growth Plan Overhaul

Clark County officials are approaching final approval of an update to the county’s 20-year comprehensive growth plan, a policy guide for how the county and its cities manage growth and development while preserving natural resources. The county has been working on the update since early 2023, and a public hearing before the Clark County Council is set for October.

Public feedback has already led to changes in the proposal, including increased housing density recommendations for specific parcels in Vancouver and a transfer-of-development-rights program intended to protect agricultural lands from future development. The update has drawn scrutiny from Friends of Clark County, which filed a motion with the state Growth Management Hearings Board seeking to compel the county to complete the update after it missed a state Department of Commerce deadline.

Why this matters for contractors: Comprehensive plan updates set the zoning and density ground rules that shape years of future residential and commercial permitting in the county. Developers and builders active in Clark County should track the October hearing closely, since the density changes recommended for Vancouver parcels could open or close specific project opportunities.
