Oregon Governor Launches “Prosperity Roadmap” — Permitting Reform and a New Global Trade Desk Aimed at Jumpstarting the Economy
Facing federal tariff headwinds, a reputation as inhospitable to business, and a stubborn budget deficit, Oregon Governor Tina Kotek has unveiled a multi-pronged “prosperity roadmap” designed to reform the state’s business climate and accelerate economic development. Key initiatives include a request for $40 to $50 million to accelerate land permitting and boost industrial development on underused land, the creation of a new Global Trade Desk at Business Oregon to grow international trade partnerships and attract foreign investment, and a new chief prosperity officer role in the governor’s office to coordinate state agencies on economic development strategies. For construction contractors, the permitting reform component is the most immediately relevant — faster land permitting means faster project approvals, more shovel-ready sites, and a shorter runway from entitlement to groundbreaking. Kotek acknowledged the federal administration’s tariffs and regulatory uncertainty have “thrown a curve ball,” but said Oregon has assets to build on and the roadmap is meant to focus state resources on what can be controlled at the state level.
