Portland Affordable Housing Developers Have Until July 31 to Apply for PCEF Energy Efficiency Grants — Up to $10M Available

Portland’s Bureau of Planning and Sustainability has announced that $10 million from the voter-approved Portland Clean Energy Fund is now available for qualified developers of regulated multifamily affordable housing projects to invest in renewable energy and energy efficiency upgrades — with applications accepted from July 13 through July 31, 2026 at 3 p.m. PDT. The Strategic Program 1 grant targets project components including solar installations, high-efficiency HVAC systems, building envelope improvements, and EV charging infrastructure in regulated affordable housing — directly intersecting with both Oregon’s Clean Buildings Performance Standard compliance push and Portland’s affordability housing production goals. For contractors with experience in energy retrofit, solar installation, and multifamily green building systems, this grant program is a direct catalyst for near-term project opportunities in Portland’s affordable housing sector — developers who receive funding will be moving quickly into design and construction. More information and application materials are available at portland.gov.
