Portland Auditor Finds $650K in Wasted Contractor Spending — and a Year of Delay

Portland’s city auditor has flagged a case worth sitting with: an audit of City Operations found the city paid $650,000 in general fund dollars to contractors hired as temporary staff who did not have the expertise needed to complete urgent work — and the work ended up delayed by a year anyway.
It’s a small line item in the scope of a city budget, but it’s exactly the kind of story that belongs in the “public money, private gain” conversation the industry doesn’t have often enough. When a public agency hires contractors without adequately vetting whether they can actually do the job, taxpayers pay twice: once for the failed attempt, and again for whoever eventually gets it done right.
