Three Affordable Housing Projects Underway in Redmond — But Funding Gaps Are Slowing the Pace
Redmond is in the middle of a significant affordable housing build-out, with three major projects at various stages of development: Cinder Hollow, a 30-home owner-occupied community by RootedHomes expected to start construction this year with a $26 million price tag; Northpoint, a 40-acre mixed-income neighborhood by Edlen & Co. featuring roughly 450 units with Phase 1 infrastructure now underway; and Westcliff, a 60-unit Habitat for Humanity development in southwest Redmond projected to cost $25 million. Despite this activity, state funding decisions have created setbacks — Oregon Housing and Community Services has bypassed several Central Oregon projects in recent funding rounds in favor of I-5 corridor developments, leaving some shovel-ready lots waiting for houses. Deschutes County is the second fastest growing county in Oregon Cushman & Wakefield, making the funding mismatch a particular frustration for local officials and housing advocates who argue the region is being penalized for its prior success in affordable housing production.
