Vancouver’s $225 Million Public Works Campus Moves Into Major Construction
The City of Vancouver’s Public Works Operations Campus, a full replacement of the city’s aging maintenance and operations facilities, is entering its main construction phase this fall, with the majority of major work beginning in fall 2026 and running through fall 2028. The 32-acre site sits along Northeast 94th Avenue between Northeast 88th and 91st streets. As of the city’s August 2026 cost estimate, total project cost sits around $225 million.
Skanska USA Building, Inc. is serving as GC/CM (general contractor/construction manager), with TCF Architecture as architect. Vancouver’s City Council voted 5-2 on August 4, 2026, to accept a $63.5 million contract amendment with Skanska amid council concern over escalating costs; Skanska’s own release cited a similar order booking of roughly $64 million for the work.
The remaining scope is being bid out in packages through Building Connected and the Builders Exchange of Washington (bxwa.com), with recent multiple award construction contract (MACC) bid packages covering superstructures, underslab mechanical/plumbing, final sitework, ground-source geo-exchange, tree planting/irrigation, and fencing. Washington’s Office of Minority and Women’s Business Enterprises (OMWBE) equity goals apply to this work. Remaining packages are scheduled to close bidding in December 2026, when the final guaranteed maximum price (GMP) will be established.
Why this matters for contractors: This is one of the largest local public building projects in Clark County right now, and it’s still actively bidding. Subcontractors in sitework, mechanical, geo-exchange, and landscaping/fencing trades have a real, near-term opportunity, but the window closes with the December 2026 GMP.
